Jungle Wars is an MMO, so the jurisdiction is upon reporting the user on their site. Now, an exploit/bug isn't on the fault of the user, but if the user is actually hacking, then it'd be the user's fault. If the user has an account on this website, we can do something about it, but only if the user is hacking.
Ultimately, either website needs evidence of the problem in a form of screenshot for any effect to happen.

Now I would except this as a bug but the same thing has been happen to others by the same player and as you can see this happened to me a long time before the others had been reporting it in the public channel.

In the game Jungle Wars, we essentially build a 'city', train troops and attack other cities to loot resources/gain cups.
Sanctus Ventus showed screenshots of the result of one such battle
(highlighted red where hawk1912 has supposedly destroyed 100% of the city and looted 5542 'food' + 46361 'mana' - the amount looted is more or less directly proportional to amount of city destroyed)
and in the second screenshot - - the result of the replay. where there are no more attacking troops, but less than half of the city has actually been destroyed.
I hope this explains what has happened clearly enough. although I can see from your point of view there is nothing linking the same user from the first screenshot to the second screen shot.
if this is not sufficient proof. all I can point to is the outrcy on the message wall of the game. with multiple users reporting the same thing. from the same user

frankly has happened to myself also.
this is a game where people spend real money to earn in game resources.
the fact that one user can hack the game and loot resources is close to stealing. I hope Armorgames can take this report seriously. and investigate/manage as appropriate.

I see what you both mean @Sanctus_Ventus and @wcli789 and I think @Tasselfoot is the right person to talk to in this matter. He can contact the game developers to have them work on this from their end, maybe even have them facilitate a means of reporting such matters on their forum... if the user is indeed hacking, he will face consequences on the Armor Games end as well.

I did some research into the matter and saw that the alleged hacking user claims he simply uses spears to attack cities and thus manages to loot resources without destroying the entire city... could this be an option @Sanctus_Ventus and @wcli789?
You wouldn't get the outcomes we've been getting within the confines of the game mechanic using just spears.
If its a bug in the game its highly suspicious that it is favoring him and not others.
What level is a spearman? I just started a new game and only have level 2 troops to check. I would need to know how far away these spearmen would be to check.
You mean the level 1 warriors you can summon right from the start of a new game? Hmmm... that's odd indeed... let's see what @Tasselfoot can add about this weird situation then. Ok?
Of course not hacking anything just found a trick allowing my troops not to get killed and bypass the towers of the enemy that's all plain and simple not using it anymore or the game would be boring
He admits to manipulating the game but hasn't specified how.
