Police Colonel is weakened right after he uses his most powerful attack. He is weakened for about 3 turns or so...so just hammer him then. You know he is weakened by what color he turns...He gains a Cyan Aura.
Um, the easiest way to take out city council is to attack both at once. So have your teammates attack one while you attack the other (relentless teammates). THeir shield isn't THAT strong, it's only 3000 damage shield, you get through it in 2 turns if not one.
