Greets, I have been doing research and reading about creating flash games for a while now, and some C++, and was looking for some feedback on game creators on what software they use. Thanks in advance.

There is one program and only one program to create flash .swfs with. SWF files are not an open format, meaning no one can use it unless licensed.

C++ is great for anything but in-browser games.

Flash CS3, by far is the best tool for creating Flash. It's available on the Adobe website for a free 30 day trial.

This is not true. The Flex 3 SDK makes .swf files, and it's free.

There are several programs which can generate .swf files, but only one program for those serious about making games - Flash CS3. All the hoops you have to jump though for Flex really isn't worth it.
