Alright, so I've always had a desire to start making flash games... really, and I never knew how. After coming to this site, and seeing that you can submit games, that gets me excited, so I want to start learning.
Are there COMPLETE basic tutorials for flash? I mean like, so basic, it explains the tools. I'm clueless.
Yup, it is called Help and is located at the main menu in the Flash itself. The Flash help section is the best help section i've ever seen. I mean really... There are some very good tutorials also.
What if we're just a lowly teenager who wants to learn how and we have no money at all to our name?? I'm reading tutorials and what not but I DEFINITELY don't have $700... Help please.
You can install trial version, or a cracked one (its illegal and stuff, but not stealing - you wouldn't buy it now anyway, so no losses for the company)

Lol, don't talk yourself down like that. Being a teenager is actually one of the best times to start something - you're clever enough to understand most things, yet young enough to memorize it quickly.
And money is always a problem, no matter what age you are
