try silverlight(google it i dont know link) byond gamemaker

there is a site where you can make a fighting style game. it wasnt vary indepth but it worked. sadly i forgot what it was. sorry.

well, game creation programs and such kind of them are customizable or something so there may not special program for fighting games. But you should try gamemaker i think. or have you tried google it? ("Fighting Game Maker"
