Second, ask the Maker of the Game to upload it here for you.

i admit i found it somewhere but its an old forgotten game. thought armor games may like a multiplayer ARCADE game. something classic, ya know? they even let u download the game and screenshots and rules, ya know? so i figured if i wrote a note in the description saying 'so and so' made the game it would be fine.

You can't submit works that aren't yours... even if it they are long forgotton; it's called copyright infringement.

Yeah, you need permission, so sorry man. Though it is possible if it is Open Source or something.
