There's really no way for anyone to articulate how one would go about making an entire game over a few posts in the forums.
I advise you either learn art or programming, Its going to take a few years of hard work and practice before you start to produce anything on the level of those games, but at least once you do get there you will not be limited to lame pre-builds and the backwards ass balance of most failing rpgs around.
If you really want to start making games i also advise you begin with playing every game you can and learn what makes any one game good or bad and what types of balance are important to the game you wish to make.
Game development is no joke and it doesn't happen over night.
15Master1, yes it could take a year but! A good quality game requires lots of skill, I'm pretty sure you aren't talking about a simple stick RPG so unless you can do good art then you also need an artist. It can take up to a good 3 years estimated to make a great RPG with 80+ hours of content when you start out as a beginner and do it as a solo project. Trust me it's been about 2 years and I still have plenty to learn about programming. The fun thing about programming is that everyone programs everything different

Buy a book on Flash related to game programming. That is the best way to learn.
This and you can probably torrent video tutorials for free if you look around enough.
The more you learn on any program the better you will be with everything, just as most art forms, its a set of acquired skills applied to experiences.
Don't be discouraged, i've been doing this almost 9 years now and ive learned all the hard lessons the hard way because when i started, these sort of forums were not as easy to find and most often deader than dead. So just take your time and learn your way as you go, no need to burn out.
