well, I'd call it a tie...
Brits lost more ships and men, but the Germans were pushed back and Britain remained dominant in the North Sea.

Well officially the Germans lost because they gained no new sea and the blockade by the British stayed the same.

Personally I'd say the Germans won because even though severely outnumbered they destroyed 14 British ships and lost 11.

I believe that was because they were having a revolution back in the "Rodina-mat"(Mother homeland, otherwise known as Russia.)
