Well if you are going to just make the coding and send them to an artist buddy who has flash you can use flashdevelop (free) or even notepad, but if you're making a game on your own you'll need a flash cs5 copy. And however having flash is always the best solution in my opinion. And usually students can have flash for just 149$, but I'm not sure if Australia is included.
