Okay. Well, thanks for taking in an interest in this one. You can do the following:
1. Solve internal problems in Favelas by sending in army to terminate drug cartels and violence.
2. Solve government disputes by choosing a final form of government.
3. Build up defenses by three points, but lose three attack points, or vice versa.
