I believe it is, but why not take a look at their site yourself?

I did Pixel, that's why I'm here. They say $100 budget somewhere in there, but it also says it's free somewhere in there as well. I am very lost...

Well from what I can tell, as a developer it's free to place ads on your game. If you want to advertise yourself, you can choose any number of payment plans, the lowest being $100. So unless you want to advertise your game via mochi ads, it's free

I use MochiAds. Yes it is free, but you have to fill out payment information, which is a drag, but if you want to make money off of your games, Mochi is the easiest way.

Also, Armorgames forbids MochiAds, so if you want to post on this site, you need to use domain blocking. (The mochi documentation will help you with that)
