I look around for the closest areas with Pokemon that my Torchic can handle. If I find Aleister, I challenge him asap. If none of the previous actions work out well, I run into the closest patch of grass and see what happens.

i go into the nearest spot where wild pokemon are and look for another pokemon.

Snivy darts into the weak spot on the Starly, it slides backwards when Snivy hits. The Pokemon slowly gets up, but you can tell it is pretty well beaten.

In the town there are a few Rattatas running around, and at the center of the town, on a monument several Pidgeys, Starlys, and one Staravia, are perched. On the far end of town, right at the tree line, there have been reports of an Axew stealing food from fruit carts.

The town your in has several Pidgeys and Starlys and a Staravia gathered in the center of town. A bunch of Rattatas are going through the garbage of a house next to you. All of a sudden you see something dart from underneath a food cart in front of you.

Levels aren't really like that, Lvls just give you a heads up on when a pokemon will learn a move or evolve.
The Axew doesn't really notice you. But it seems to be a bit stronger than your Charmander. Maybe if you surprise it, you can take advantage of the fact it doesn't see you.

I send charmander in behind it and use growl, to even the odds, and then scratch before the Axew knows whats hit it.

Charmander uses growl and the Axew jumps and almost passes out. You scratch it and it sprawls forward. It spins around and uses Assurance on your Pokemon. Charmander falls down in pain.

If I didn't make myself clear, I look at what hid under the cart. The street Pokemon are more likely to be deadly than wild Pokemon.
