Well actually the cruiser is in orbit, really high up. Too high for a jetpack. So you cannot get on with just a jetpack.

Have you ever tried crashing into that one tiny recon ship in Long Night of Solace? You die. It does nothing to the ship. That recon ship is a fraction the size of the other covenant cruisers. Your Sabre does nothing. But to solidify my victory I will send in a large force.

You only waited two hours, and there is only one Spartan there. If you need an explanation here it is: That is Master Chief in the front with Mk. VI armor. He didn't get Mk. VI MJOLNIR armor until Halo 2. By Halo 2 all other Spartans were either dead, or were in the Dyson Sphere.

Anyways, I blow all of them up with my Banshee.
