Plasma is a catch-all state of matter...if it's not liquid, solid, or gas, it's plasma. Fire is plasma, so flamethrowers are technically plasma guns.
And yes, it is possible to have laser guns. Technically. But you'd need over a megajoule of energy for a single shot.
