There is a high crime rate in the city, so you know that superpowers could help the crime rate lower. You could also join the criminals and fight for power.

Ps. Are my powers too 'overpowered'? For Shadow Cloak, pretty much each time you attack the enemy is going to notice you, so I don't think it's that strong, though combined with Shade it might be.
