The NPCs are very human like, and its practically impossible to find a quester in a game that people focus on tourneys and PvP.

Also, I need you to assassinate someone and he needs you to go get his staff back from some hacker who stole it." says the ninja.
"In that case I'm going to get the staff back. I'm not good at sneaking so I don't think I would be good at trying to assassinate someone." I say as I remember the last time I tried to sneak up on someone.
