It's because the cap on top is made to keep the air out. When air gets to the glue - the water in the glue evaporates causing it to dry and harden. Still, some air does get to the glue inside the bottle. If you use a bottle of glue that has been sitting around for a long time and use it up - if you cut it open you will find a layer of glue stuck to the inside of the bottle.
