Send the E.A.I on a sabotage mission in Munich I tell them to put explosives all over armor compounds in and barracks then return to the landing zone and begin the attack I give them silenced weapons and disguises to get in.

They manage to take out the majority of the German armor stationed in Munich, which should set back the German military considerably. But the barracks are heavily guarded, more heavily guarded than you expected. The E.A.I. sent to sabotage the barracks experience heavy casualties, and some are taken captive. Still, the remainder escape Munich and return safely.
15% of the E.A.I. are killed, 10% are captured, 20% are injured, and the rest escape without injury.

Whats an SMBM? I've searched through all my books, and googled it, and I get nothing.

I order all factories to begin the production of materials nessasary for the waging of war. Build bombs, not refrigerators. I assign a group of scientist to begin working on stealth bombers. Another group I assign to the development of chemical and biological elements, and specifically request SCUD missiles from China.

I accept the aid of the Chinese, and take our plea of nationhood to the security council.

I send diplomats to other countries with strong religious ties. Notably Central and South American countries, and Israel. General line of reasoning: Secular United States < Moral and Religious H.A.E.

I put out contracts to various companies to begin drilling for oil in and around our country.
