Yes, once you're level 4 and above, they have forms according to their powers. But most of your allies will try not to use them.

All players' characters have potential in controlling their forms (Like the main character in Persona 4, he can use multiple persona. You can look it up on Wiki if you want to). But allies have problems controlling their forms.

For instance, If an ally, a fire manipulator transforms into his ultimate form, he can go out of control and he might kill anyone, even the good guys.
