The carpenter shop, tailor shop, or the hunter's lodge
You go to the carpenter shop where the third victim, One-Eye Garrick, used to work.
"Whaddya want?" a gnome carpenter asks, leaving his work and walking up to you.
I go o captain Dragonsbane, and also sample the water (using keen elf senses hehe) to see if it seems 'off'.
You sample the water to see if it tastes strange; you taste nothing odd in it.
You head to the barracks to talk to Captain Dragonsbane. After being admitted by the guard, you enter the barracks and manage to find the officers' quarters. You're met by a tall human in banded mail, with a greatsword strapped to his back. He introduces himself as Deric Dragonsbane, captain of the Winterbrook Guard and lead investigator on the murders.
"I'm afraid I can't talk now, though," he says, "I'm a bit busy. There will be a town security meeting in a few hours though, you should come to that. We will definitely be discussing the murders. Until then, do whatever investigating you need to do."
I ask around for where the town's water comes from and exactly where.
"Sorry," says the first person you ask, "I dunno nuffin."
"Go away," says the second person, punching you in the face.
"I can't tell you anything," says the third, shrugging.
"Oh, we all get our water from that big well, except for Cleric Silverheart, he only drinks his own special blessed water," says the fourth, pointing to a well in the center of town. "Not sure where the well water comes from, though."
I shall seek out this Captain Dragonsbane.
