The "Anarchy Wars" a misnomer really, it wasn't anarchy, not completely. More like if the world went back to ancient greece with all the countries splitting into weak city states bickering with each other and an enclave of a government still pretending to be in control while also trying to convince or subjugate the other city states Rather then building up to war, the countries devolved into anarchy due to the depression, in 1929 when it first hit there were major grumbles. Stock executives committing suicide rather then lose their fortunes, and millions homeless but within the next year the people fought their government, rising up, mostly ending up as their own little fiefs the size of their house, or the neighborhood. But some of them, usually Officers, former Government employees, even a few enterprising men and took over cities, enforced their own ideals and became city states. You are the owner of a city state and control it as such. Enclaves of the former governments remain strong, and attempt to keep control over the multitude of little self sufficient countries and some are more successful than others.

On another note, a half dozen open topped APC's roll up, a german design with what seem to be swiss enclave troops in it. One of them unload, and before you can mobilize the militia, they drop small tubes into their rifle barrels, brace them on the ground and fire, the tubs fly over your walls and burst, not into fire or shrapnel. But paper, little pamphlets that seem to be pro government propaganda, offering resources and protection to those who work with the government. Though either are dubious at best.

I go, personally, with five militia troops, and ask the leader of the party why they have spread propaganda into my city in such an ostentatious manner. I also tell him/her that if he/she is unable to either withdraw immeadietly or provide a good excuse for their presence, I will declare war on the federal government for trespassing. While walking to the outside of my city, I tell all of the troops I meet to be on guard to attack the possibly hostile soldiers should I give the singnal 'attack', and to spread the word to other militia.

I read the government propoganda to see what part of the government it's advertising. As well, I start a program where there are to be a group of four guards at the south, southeast, east, northeast, north, northwest, west, and southwest positions of the city who rotate take shifts rotate out with other soldiers every two hours. They are allowed to sit down and play cards and such as long as they can alert the city if a possible enemy is approaching.
