I send the workers to bring in wood as fast as possible (about 150 workers to work on that) and ask the rest (100) to build small traps to catch animals as well as larger traps against attackers and larger animals and tell the researchers to start researching (all of them) for sharper axes
The soldiers I send in squads of 10 to scout the territory with strict orders not to attack anyone unless they attack first and not to approach any villages they find and to instead report to me when they see any villages.

I let a hundred researchers to rest. I make small outposts with the help of the workers. basically a structure with defensive cover so that soldiers can shoot from inside I place them around the city.
I ask the researchers and the workers to work together to make boats, and I tell the army to patrol the city in squads of 10, 5 have swords, 2 have maces, and 3 have throwing spears.

I use 50 soldiers to start a small lesson in the city to teach people how to use basic weapons so that they can fight in times of need.
